Presented by Haripaul Pannu, Deputy Superintendent of Pensions of Alberta, this session will provide an overview of the Alberta pension landscape including a snapshot of the Alberta pension landscape, regulatory activity of the office and information on the most recent Employment Pension Plans Act amendments that were recently passed and upcoming Regulation amendments.
Haripaul Pannu is the Deputy Superintendent of Pensions of Alberta. His office is responsible for the oversight and regulation of over 550 pension plans which have assets in excess of $170 billion. Haripaul has been with been with Government of Alberta for the past ten years. His prior roles include Senior Manager, Risk Management; Acting Deputy Superintendent of Pensions; and Director, Pension Policy.
Haripaul has been involved with many aspects of pension plan regulation and policy. He was part of a team that was involved in developing the Joint Governance of Public Sector Pension Plans Act, which transitioned three public sector plans to regulation under the Superintendent of Pensions. Prior to joining the Government of Alberta, Haripaul worked at Alberta Pensions Services Corporation and as an actuarial pension consultant with several consulting firms.
He has over 25 years of pension experience and is a Fellow, Canadian Institute of Actuaries and Fellow, Society of Actuaries. Haripaul has a B.Sc. from the University of Alberta and a M.Math from the University of Waterloo.
Presented by Roberto Tomassini, this session will provide an update on the Ontario Ministry of Finance systemic review of employee life and health trusts ("ELHTs") and assessments for failure to comply with Ontario insurance premium tax obligations. The increased audit activity prompted MEBCO to lobby the provincial government in an effort to eliminate or simplify the administration of the premium tax. These efforts were successful, as the 2026 Ontario Budget Release proposed amendments to the Corporations Tax Act to modify the premium tax regime to provide savings and more streamlined administration for Ontario multi-employer benefit plans.
Roberto Tomassini is a partner and the head of Koskie Minsky’s Pension and Employee Benefits Department and Tax Group. He specializes in all areas of taxation and compliance relating to pension, employee benefit plans and nonprofit organizations. Roberto has extensive experience advising sponsors and trustees of employee life and health trusts (ELHTs). He was part of the Koskie Minsky team that established the first ELHT in Canada and was involved in drafting the initial ELHT provisions of the Income Tax Act and the Ontario retail sales and premium tax legislation.
Roberto has volunteered on numerous occasions, preparing submissions and lobbying on behalf of MEBCO. He has written extensively on pension and benefits law and is one of the editors of Employee Benefits in Canada, published by the International Foundation of Employee Benefit Plans. Roberto obtained his law degree from the University of Toronto and was called to the Ontario Bar in 1995.
